To apply for a study permit, students must first receive a Letter of Acceptance (LOA) from their Designated Learning Institution (DLI) and then obtain a PAL from the province or territory where their DLI is located.

Who Requires a PAL?

  • Most applicants for post-secondary study permits, including undergraduate university and college students.
  • Most applicants for graduate-level non-degree programs, such as certificate programs and graduate diplomas.

Exemptions from requiring a PAL include:

  • Master’s or doctoral degree students.
